Mission:
PHILLIPS serves the needs of individuals with significant emotional and
behavioral problems and their families through education, family support services, community education and advocacy.
The purpose of PHILLIPS is to assist individuals to maximize their potential and be productive members of society.
Background:
In July 1967, with a vision of applying behavioral principles to the problem of educating unserved children,
Dr. Lakin Phillips, a psychologist, founded the School for Contemporary Education. From the beginning Dr. Phillips'
vision included a firm commitment to active parental involvement and interest in the use of educational technology.
The school opened two months later in a renovated house in McLean, Virginia with four students. The organization
first established a tutoring program but special education programs soon followed. In 2001 the program's name
was changed to PHILLIPS Programs for Children and Families in honor of the founder. Since the 1970's,
Sally A. Sibley, Ph.D. has been President and CEO.
From the initial four students, the organization has grown to serve nearly 500 students and their families from
throughout the Washington, DC metropolitan area annually in its four programs (two special education day schools,
a therapeutic foster care program, and a home-based family program). The budget has grown to annual revenues of
over $14 million and a staff of over 200.
PHILLIPS Programs for Children and Families is proud to have recently been selected as one of 5 finalists for the
2005 Washington Post Award for Excellence in Non-Profit Management.
Current Programs:
PHILLIPS has two special education day schools for children with emotional and behavioral disabilities between
the ages of 6 to 21. One school is located in Annandale, Virginia and the other campus is located in Laurel, Maryland.
PHILLIPS also operates and manages two major community service programs:
- PHILLIPS Teaching Homes (PTH) provides
trained therapeutic foster parents and licensed homes for children and youth with disabilities.
- PHILLIPS Family Partners offers home-based services including behavioral consultation, intensive crisis stabilization, respite care,
family support and transition services to help families stay together.
Funding Needs:
PHILLIPS has witnessed a significant shift in the population it serves. In 2004, 49% of its population
was at the poverty level. This year, 62% of its population falls at or below the poverty level. It is PHILLIPS'
goal to provide the children and families it serves with nutritious meals daily.

activities of a different 501(c)3 nonprofit organization
